Equal opportunities for schoolchildren is one of the key principles underlying education systems in many countries of the world. Education plays the role of the engine of the country's economy, having a significant impact on the fate of society and the state.   The Universal Declaration of Human Rights proclaims the right of everyone to education: "Education should be directed towards the full development of the human personality and to increase respect for human rights and fundamental freedoms."  Kassym-Jomart Kemelevich Tokayev speaks about the need to develop systematic measures to ensure equal opportunities for schoolchildren: "Our children should receive a high-quality education regardless of their place of residence and language of instructionIn this regard, the state will support the so-called "ordinary" schools. It will also help to bridge the gap between the city and the countryside in the field of education."

International comparative studies and national student assessment systems indicate a growing gap between rural and urban schools.  Based on the annual National report on the state and development of the education system of the Republic of Kazakhstan and the report of JSC Information and Analytical Center, it was revealed that the quality of knowledge of students in rural schools is lower than in urban schools in reading literacy by 38 points, mathematical literacy by 22 points, natural science literacy by 23 points. Rural schoolchildren lag behind urban students by 70 points in computer literacy.   In the context of a new stage of social modernization and a growing gap in the quality of secondary education between urban and rural schools, in 2020, AEO NIS initiated a charity project "Developing the potential of support schools in rural areas", which since 2022 has been implemented jointly by the Kazakhstan Khalkyna Foundation, the Foundation for Sustainable Development of Education and AEO NIS.

The main goal of the project is to promote the creation of equal opportunities for rural children to receive quality education, and rural teachers to improve their level of professional competence.  Today, teachers of natural sciences and the administration of 8 supporting schools of the Pavlodar region are present in this hall (four of the 8 schools are attending the internship for the first time), who came to NIS for a two-day internship on teaching, assessment, and the development of functional literacy of students.
